It's just weeks away from the first round of presidential caucuses and primaries here in the US, and in coming months we will hear more about how low voter participation typically is in US presidential elections—and whether it matters.

I thought that I'd start by writing about why people don't vote in US presidential elections. That is, why don't those American citizens who are registered to vote turnout? In later essays I'll take up related questions, like why eligible citizens don't register to vote, a question on which there is considerable research.

Abstract: In this paper the trust of Dutch voters in the election process is examined. Since the Parliamentary elections of November 2006, large changes have surrounded the Dutch election process. The widely used voting machines that were introduced in the Netherlands in 1966 were decertified in 2007, causing a return to paper ballot voting. Discussions took place both in the media and in Parliament on election technologies and the trustworthiness of the election process.

About a year from now, Americans will cast votes for the candidates of their choice.

Or at least they will think that’s what they’ve done, having little awareness of concerns about the security of electronic voting machines, a “national security issue” in the view of scientists who easily hacked a widely-used device.

The world looks to California for 21st century innovation, especially for the application of technology that makes life less costly and more efficient.

Californians are well into the 21st century, working in the cloud, using smart phones and tablet computers, and getting their entertainment on-demand by satellite. But when it comes to voter registration, California seems to be stuck in the 18th century. State law won't allow eligible citizens in our state to register online until at least 2015 -- and maybe much later.

About the Voting Technology Project

Established by Caltech President David Baltimore and MIT President Charles Vest in December 2000 to prevent a recurrence of the problems that threatened the 2000 U.S. Presidential Election. Since establishment, members of the VTP have studied all aspects of the election process, both in the United States and abroad. VTP faculty, research affiliates, and students have written many working papers, published scores of academic articles and books, and worked on a great array of specific projects.
