Escalating rage over the role of ACORN in registering presumably Democratic voters threatens to undermine the political legitimacy of a Barack Obama victory Nov. 4. And perhaps that's the point. But if John McCain were well ahead in the polls, the left would undoubtedly be shouting about electoral-system failures to de-legitimize a GOP win. It is too late to tone down the rhetoric for 2008, but if we want to end these sorts of attacks, there's only one solution: States must become more serious about how they administer elections.

  1. A series of claims have been made in recent days alleging that discrepancies between exit poll results and the presidential vote in certain states provides evidence of malfeasance in those states. These claims seem to be concentrated on states using electronic voting systems.
  2. Exit polls predicted a significantly greater vote for Kerry nationwide than the official results confirmed, but there is not any apparent systematic bias when we take this same analysis to the state level.

  1. Allegations have surfaced on the Internet about aparent anomalies between partisan voter registration statistics and the Bush-Kerry vote in certain Florida counties.
  2. Our examination of these allegations is that they do not provide evidence for election fraud; rather they are clearly the result of political changes in Florida -- counties with the greatest apparents disparities are those that are closely aligned with the "Dixiecrat" South.

Expanding the large literature which investigates the characteristics of citizen and voter trust in government we analyze the heretofore neglected topic of voter trust in the electoral process. In this paper, we present results from three national surveys in which we asked voters the confidence they have that their vote for president in the 2000 or 2004 election was recorded as intended.

The potential for fraud overshadows elections around the world, even in long-established democracies. Significant allegations of fraud marred recent elections in Italy, Mexico, and several former Soviet republics. In the United States, charges of manipulation in the 2000 presidential contest heightened concern about the vulnerability of all aspects of the election process, ranging from voter registration to the security of high-tech voting machines.
